Does Google see the following two keywords as the same or different keywords?

Every search query can provide different results, not only via difference of phrasing but also through searchers location. Although relation of the same phrases are considered to the the same and "could" match a searches intent, a certain page could give better search positions for a particular broad match or variation than another.

So although they are the same in theory, you should optimise your content and use different ways of saying them thing where possible.
