Question Footer and Navigational links - On page

I remember years ago there being a bit thing about footer navigation and how it was used. If i remember correctly it was now considered to be a spammy practice ? Why is that ? Is it still a "thing" ?

From a user point of view I dislike them when they compete with the main navigation. I’d normally look there for contact, privacy policy and terms and maybe a very few main categories if it’s a large site. The main navigation should make sense without having to have another navigation to confuse matters. If in doubt make the footer links no follow maybe

As per user point of view, any website should be dynamic, website page loading time, image optimization, content should be unique on the website page.
