Firstly you want to find a hosting company that does wordpress hosting. There are quite a few free ones out there, however purchasing a VPS on DigitalOcean (called Droplets) is good too as they do a one-click build. Point your DNS to the wordpress droplet, add a site name and then set the URL in dashboard and done.
On Wordpress you'll have access to a range of themes, Astra is a good
SEO friendly one because its a nice layout, minimal coding and fast.
The theme gets you a blog setup right out of the box. The theme will let you customise your site such as logo and colours as well.
And there you have it - a wordpress blog. You can make your blog more of a website by checking out the wordpress dashboard and changing your home page from Blog to an actual page, and then write stuff into there using the Gutenburg editor.
With a few hours playing around, it really shoudn't take too long to knock something together.
