After making the website live don't forget to do basic things like
  • Submit in a webmaster tool its also known as search console,
  • Add sitemap,
  • Add Google analytics,
  • Keyword Research
  • Add Meta title,
  • Add Meta keywords,
  • Content Duplicacy Check
  • Add Meta descriptions,
  • Canonicalization
  • Add Fresh content (because the content is the king of SEO),
  • Add Robot.txt file,
  • Add SEO friendly URL's (that means readable URL)
  • HTML Code Cleanup & Optimization
  • Add heading tags like H1 and sub-headings as H2,
  • Don't forget to make the website as a responsive one,
  • Check site speed,
  • Image optimization.
  • Google Penalty Check
These are all on page techniques for search engine optimization. Then according to the location search business listing websites in that, you should submit your business, Do social bookmarking, forum submissions, Blog commenting, social shares these are all off page optimization. By doing all these correctly you could increase the Seo ranks of a website.

To Rank Local you have to do the following things:

1. Get your Google My Business page set up.
2. Optimize all of your landing pages with local keyword data.
3. Ensure your NAP listings remain consistently across the web.
4. Generate genuine reviews from your customers on Google and Yelp.
5. Optimize your search engine snippets.
6. Focus on localized link building.

to rank locally it is the same as to rank for anything else.

Do all your standard optimisation onpage, plus your Google My Business + directories.

The one thing i would say is just to sprinkle your city name in the headings and paragraphs.

If you want to get one level deeper you can make blogs like

top 10 things to do in city

then point that to your location page, this will boost your relevance for that city.

but honestly it mainly comes down to good onpage content, good technical optimisation, good useability and powering up the website with links.
