Low rankings... can someone pls help?

Hi All

I don't understand why I keep ranking so far down. I've worked hard to optimize and some random business that have no reviews, isn't as local to town, that closed down 5 years ago, ranks higher! I'd love to pay someone to check out my site and say "you need to do XYZ" - can anyone recommend anymore? I want to learn, I just don't want to waste time doing things that won't work.
