My question consists of two parts: similar case and the question itself

Similar case:
I've noticed that if you type phone number into google, it will return the list of services providing info on unknown phone numbers. The searched phone number might not even exist so I don't think it's mentioned anywhere in their websites. Is it possible to optimize site to rank based on data type (phone number in this case) rather than exact key words? What the approach should be?

My question:
I need my site to rank at the top if a postcode is googled. What would be the best approach here? There are thousands of postcodes.. I guess I need similar approach as phone number services are using.
