That's really comparing apples to oranges. While you can both methods to drive traffic to your site, their applications are very different.

SEO is more of a long game that requires you to optimize many parts of your site (keywords, content) and also engage in off-site efforts (link building). It's also pretty much free, just takes a bunch of work.

PPC, on the other hand, is great for driving instant traffic. Just create some compelling ads, pay for their placement, and get people to your site. It's great for a traffic boost or testing your site without having to wait for it to rank. However, you need the budget for it.

So, SEO is great for building a brand over the long term but it requires constant effort, PPC is awesome for quick traffic boosts if you can pay for it.

The answer to the question is “It depends”, as both are legitimate sources of traffic. Both technics have there own Pros and Cons. It is up to you to decide which one will fit best for your needs, goal & budget. You can go through the blogs on SEO vs PPC available searching on Google.
One of my favourite blogs is Ahref's SEO vs PPC blog. In the blog, they have provided complete details regarding both technics with very good examples.
