One site you can try is Lindexed. It pings from servers worldwide after backlinking you on a variety of special sites that are above PR4. Mostly .edu and .gov. I've tried their service before, and within the hour I was granted my desired number of backlinks and crawls from not only Google, but other search engines as well. I'm not so certain about anything that specific, though, and to be honest you're best off trusting a reputable company than a random individual you meet.
