Are pages that are translated into another language considered duplicate content?

Just wondering what the general consensus is on this - we have a ski chalet client who wants to get their english pages translated and ranking for French and German. Thoughts on how this should best be handled?

Content translated by humans is better than auto-generated translation content as machines can't help you with keywords to rank in search engines. so it's better to hire a translation company to construct language-rich and instructive meaningful content.
