General Pay per view question

I work for sites like YahooVoices and Helium, how do I gain enough traffic to generate income based on the number of views my site has versus pay per click advertising like ad. fly? I want to build a massive site and I don't want to have ads on every page, but I want to generate some income from the site so I'm trying to find the best methods to monetize and come out on top. So how do I develop my site to get paid per view? Do I need to build up the traffic first then research this method or is there a way I can implement this from the get go?

When you have traffic you can earn money, without it you earn nothing.

That's the very basics of it so when you've done what you need to do to get a good following (won't be easy, or fast) you can check out some of the CPM based ad networks to get paid by the impression instead of the click.

Don't count out CPC ads though, you'll earn more with them on most sites.
