Google blocking Pagespeed insights and ads but clean on seach console

Hi all,

Thanks in advance for any help... I host a handful of sites that were hacked recently. The hacks have all been cleaned up, and the sites show as having no issues on Google Search Console, but they keep getting rejected to re-enable their Google ads, and if I run the Pagespeed Insights tool or Google Lighthouse site report plugin, they all return the error: "Lighthouse returned error: ERRORED_DOCUMENT_REQUEST. Lighthouse was unable to reliably load the page you requested. Make sure you are testing the correct URL and that the server is properly responding to all requests. (Status code: 403)"

The server firewall has been checked and is not blocking any Google IPs, and the firewall was even temporarily turned off to repeat the tests with the same results. Any ideas anyone?
