the best thing to do to get backlinks indexed is to send links to them - that way google will know they are there when it crawls other websites.

Not all links are equal. Most links now are no follow so they wont help you rank higher in the slightest. If your link is from a spammy source i.e. somewhere that will except any link then it can also have a negative effect.
