Is it safe to insert a Parent URL on my website?

Good morning.

I have an SEO issue that I am reluctant to correct as I suspect I may do more harm than good.

My website has six topic sections – 5 have parent pages.

The finance section does not have a parent page; there are 20 child pages without a mum or dad. Why?

Because! About two-plus years ago, I did a silly thing: a 301redirect of the finance/ parent page to one of the child pages. Why? Please don't ask!

I want to insert a new parent page finance/.

Question. Can I publish a new finance/ without messing anything up?

I hope someone may be able to guide me.
