Is it good to start a website that is perfect in On-Site Seo and with SSL, Google Analytics and more

I wanted to know that which one is better to Google:

Start a website that is perfect in On-Site Seo and with SSL, Google Analytics and more.

or

Launch a normal site and improve its On-Site SEO over time.


And is it good to manually fetch a site with google search console? Doesn't it have a negative impact?

Launching with everything all setup and ready, all content, on-page seo, SSL is the best route if possible.

Manually fetching, only initiates a recrawl, every recrawl doesnt nessarily mean it will also get rendered and reindexed especially if there is only slight changes to a page. So its possible that if you launched on a lesser site, updated it 2 weeks later but the changes were minimal, you could wait much longer for it to be reindexed and re-rendered than you expect.

Set the standard from the outset, there is no need to launch without the basic's in place. Especially SSL, basic onpage SEO and technical SEO as they are all things which should really be done out of the box.
